Streetsboro — Plans for a 92-bed skilled nursing facility near the corner of Market Square Drive and Route 43 has been conditionally approved by the Streetsboro Planning & Zoning Commission.
The facility, which would bring about 100 jobs to the city, according to Planning & Economic Development Director Jeff Pritchard, received the unanimous approval of commission Nov. 13, but there are still plans to be updated and details to be finalized before final approval.
When finished, it will be about 55,180 square feet in size, according to Brenner Kaprosy Mitchell LLP Partner Dave Mitchell, an attorney representing developer LTC Realty, which is building the facility.
One of the unresolved issues relates to the water line which will feed the facility, according to Mitchell.
The water line will come off Route 43, circle the building and then probably be connected to Delaware Trail at the request of the city. But Mitchell said the city and LTC Realty need to decide who’s going to pay which percentage of the line as it extends west of the skilled nursing site.
While she said she thinks the facility will be “beautiful,” City Council member Bridget Pavlick said Delaware Trail residents are concerned the new facility could exacerbate a flooding problem along the nearby residential street.
“My concern is just for the residents there,” she said, explaining Delaware property owners have experienced flooding during recent rains in 2010 and 2011.
Pritchard said the LTC Realty “has met and exceeded our stormwater regulations.” By law, he said developers are not permitted to cause, through their development, further flooding problems.
Mitchell said a stormwater detention pond between the facility and parking lot and Delaware Trail properties would collect and slow down water down that has until now flowed downhill across a field into backyards along Delaware Trail.
The detention area would then pipe the water away from the neighborhood, toward Market Square Drive, according to plans submitted to the city.
Mitchell said flooding will not be worse as a result of the development and may lessen.
“Any flooding they encounter is not going to be as a result of this project,” he said.
Mitchell said the facility would cater to older people who require regular nursing care. The private units would range from 175- to 230-square feet in size, which is an upgrade from the shared rooms of many older facilities.
“The trend nowadays is to go more upscale with private suites,” he said. Each unit will include a bed, wardrobe, dresser and two side tables. “There’s not a lot of wasted space in these rooms. Those who are ambulatory tend not to stay in the rooms.”
About 20 percent to 30 percent of the facility will be taken up with younger residents undergoing physical therapy following an injury or surgery.
The facility also will include common dining areas, a living room area where residents can socialize and play games and activity rooms geared toward art and craft activities, said Mitchell.
Pritchard said the skilled nursing facility, coupled with Robinson Health Center at Streetsboro may be a glimpse of things to come in the area of Market Square Drive and the old Walmart property.
“This could be the first of multiple projects over time,” he said, explaining it fits in well with the medical center nearby. The area could be redeveloped with a focus on medical facilities and offices.
