City Council is considering creating a law that would ban talking and texting while driving. Council member Chuck Kocisko brought up the issue during the Feb. 1 safety committee meeting to determine whether Council may be in favor of the ban. He said fewer vehicle accidents may occur if the city enacts the ban. According to Law Director Blair Melling, violations for talking and texting on cell phones while driving are secondary offenses, meaning police can’t pull over drivers for these actions alone. Drivers must be pulled over for another operating error, such as a motor vehicle accident, before they’re cited for secondary violations. Streetsboro resident Carol O’Laughlin said she supports the proposed ban. “I’ve had a couple of instances myself when I was driving and someone was on a cell phone,” she said. “I’m very happy that the Council is thinking about it.” Kocisko said he had hoped more community members would come to the meeting to offer their opinions. Resident Barbara Gaskins agreed that she hoped the ban would get more support from citizens. “I’m 100 percent against texting and cell phone use while driving,” she said. “I would have liked to see more of the community here and see this more publicized.” Melling and Streetsboro Police Chief Richard A. Taiclet suggested Council consider the outcome of a similar bill that’s being debated by the Ohio legislature so that it’s aware of the options and language that could be included in the legislation for the city.
