Cell phone use in cars is questioned by Council

 City Council is considering creating a law that would ban talking and texting while driving. 

Council member Chuck Kocisko brought up the issue during the Feb. 1 safety committee meeting to determine whether Council may be in favor of the ban. 

He said fewer vehicle accidents may occur if the city enacts the ban. 

According to Law Director Blair Melling, violations for talking and texting on cell phones while driving are secondary offenses, meaning police can’t pull over drivers for these actions alone. Drivers must be pulled over for another operating error, such as a motor vehicle accident, before they’re cited for secondary violations. 

Streetsboro resident Carol O’Laughlin said she supports the proposed ban. 

“I’ve had a couple of instances myself when I was driving and someone was on a cell phone,” she said. “I’m very happy that the Council is thinking about it.”

Kocisko said he had hoped more community members would come to the meeting to offer their opinions.

Resident Barbara Gaskins agreed that she hoped the ban would get more support from citizens.

“I’m 100 percent against texting and cell phone use while driving,” she said. “I would have liked to see more of the community here and see this more publicized.”

Melling and Streetsboro Police Chief Richard A. Taiclet suggested Council consider the outcome of a similar bill that’s being debated by the Ohio legislature so that it’s aware of the options and language that could be included in the legislation for the city.

Council agreed with the recommendation.

I must also include that Chuck Kocisko was not the first councilman to bring up this issue, it may have been Mr Buczkowski. If Mr. Kocisko's views on the cell phone ban is the same as Mr. Buczkowski's, why then would Mr.Kocisko go AGAINST the advice of his PERSONAL FREIND THE FORMER PROSECUTING ATTORNEY FOR THIS MUNICIPALITY?

maninayellowcape, you failed to state who shot Pete Buczkowski down the FIRST time. Also, Mr. Kocisko was not a Council member when his PERSONAL FREIND THE FORMER PROSECUTING ATTORNEY FOR THIS MUNICIPALITY shot the idea down. If Pete felt so strongly about the subject, why did he not persue it for the Safety and Security of the people he claimes to have represented? He also worked on bettering the schools while our Councilman. I recall during a Mayoral Debate,all candidates were asked weather they supported the school levey. ALL said yes (including Pete) EXCEPT Chuck Kocisko. During this past levy in February, Pete had signs in his yard AGAINST the levy! I guess Pete's agenda was ANYTHING TO GET ELECTED! Well, the PEOPLE HAVE SPOKEN and where is Pete? I do not recall seeing him at any City meetings since the the election. If Pete REALLY cares and wants to adopt a ban on cell use while driving, he should get together with Mr. Kocisko to make it happen!

In my opinion, Mr. Chuck Kocisko, for someone who always claims to be in attendance in every meeting and never missing one since 1997. You sir, have no retention of subject matter that were discussed by Council in past meetings. I know for a fact by attending those same meeting you attended and I believe It to be on record that Former Councilman Pete Buczkowski tried on two occasions for Council to adopt a ban on cell use while driving. The last time he tried he was shot down by your personal friend the former Prosecuting Attorney for this Municipality and in my opinion she should take the Law Director to task for plagiarism for he used her terminology in this article verbatim. Just a suggestion check out City Ordinances that are in place in the following Cities in the State of Ohio, Brooklyn, Cincinnati and Cleveland. How is it that Streetsboro cant? In my opinion it is because our City's Attorneys are waiting for the State of Ohio to put it on their books, no revenue for the City to collect once that happens.
